The Noise Insulation Schemes is intended to minimise the nuisance caused by the noise produced by aircraft.
Noise Insulation Schemes
Aena Aeropuertos is executing Noise Insulation Schemes around the airports in its network which the Ministry of the Environment, Rural and Marine Matters has included in the resolution concluding its environmental impact assessment as requiring such action.
In particular, the execution of Noise Insulation Schemes is intended to minimise nuisance around airports due to the noise of aircraft taking off, landing, taxiing, testing engines, etc.
These Noise Insulation Schemes are executed in housing and sensitive use buildings (education, healthcare and cultural uses requiring special protection from noise pollution), which are included in the isophone area of the corresponding airport, and which have a building permit dated before the publication in the Official Gazette of the Spanish State of the applicable resolution, with the intention of ensuring that these buildings meet the acoustic quality standards applicable to habitable interior space covered by table B of annex II of Royal Decree 1367/2007, of 19 October, implementing Law 37/2003 (Ley 37/2003), on Noise, of 17 November, referring to acoustic zoning, quality standards and noise pollution.
Briefly, the execution of the Noise Insulation Schemes means carrying out the following actions:
- Inclusion of homes in the Schemes.
- Measuring the existing acoustic insulation in these homes to determine the need for supplementary insulation.
- Drawing up and approval of the corresponding acoustic insulation project.
- Execution and verification of the action.
- Payment for the action.
It should be remarked that these actions are part of a procedure with the active participation both of the interested parties and of the administrations nearest to the area.
At present, Aena Aeropuertos is carrying out a total of nineteen Noise Insulation Schemes, around the airports of: A Coruña, Alicante, Barcelona-El Prat, Bilbao, Girona-Costa Brava, Gran Canaria, Ibiza, La Palma, Madrid-Barajas, Malaga-Costa del Sol, Melilla, Menorca, Palma de Mallorca, Pamplona, Sabadell, Santiago, Tenerife Norte, Valencia and Vigo.

Aena Aeropuertos reports all these actions to the corresponding Environmental Monitoring Committees responsible for the monitoring and administration of Noise Insulation Schemes.
